Introduction and Problem Statement: In the contemporary era, the transition toward the paradigm of good governance requires the active participation of government institutions, the private sector, and civil society in decision-making processes. A fundamental prerequisite for achieving this objective is the establishment of administrative transparency, enabling citizens’ free access to information and creating the conditions necessary for public oversight and administrative integrity. Despite extensive theoretical emphasis on transparency, evidence suggests a substantial gap between theory and practice within Iran’s administrative system, accompanied by the persistence of organizational secrecy. In response to these challenges, scholarly production in the fields of governance and transparency has expanded considerably over the past decade. However, existing studies largely remain fragmented and lack a comprehensive perspective capable of systematically examining the conceptual structure of this body of knowledge. Accordingly, this study aims to map the scientific landscape and analyze the conceptual structure of governance and transparency research in Persian literature in order to identify core concepts, intellectual trends, and research gaps.
Research Methodology: This applied study adopts a scientometric approach using keyword co-occurrence analysis. The statistical population consists of Persian scientific and research articles published between 2015 and 2025. Data were retrieved from the Magiran database through searches using the keywords “governance” and “transparency.” After screening and quality assessment, a final sample of 343 articles was selected. To improve data quality and reduce text-mining errors, a customized thesaurus file was developed to standardize synonymous terms. Subsequently, network visualization, co-occurrence matrix extraction, and thematic clustering of the 50 most frequently occurring keywords were conducted using VOSviewer software.
Research Findings: The results indicate the centrality of the concepts of good governance and transparency within the knowledge structure of the field. The literature was organized into five major thematic clusters: (1) institutional requirements and the rule of law, emphasizing administrative integrity; (2) free access to information as a civic right; (3) civil society and social capital, highlighting the importance of independent and critical media; (4) accountability and innovative governance tools, particularly the role of e-government in combating corruption; and (5) efficiency and anti-corruption with an outcome-oriented perspective. The temporal overlay analysis reveals a paradigm shift in Persian scholarship from foundational legal and democratic concerns toward more operational and technology-oriented mechanisms such as financial transparency and e-government. Furthermore, density map analysis identified several underexplored areas, including institutional oversight mechanisms, social capital, and checks and balances.
Discussion and Conclusion: The findings demonstrate that transparency should be understood as an interconnected ecosystem comprising legal foundations, technological infrastructures, civic participation, and anti-corruption outcomes. The strong association between transparency, media, and citizen participation suggests that transparency cannot be effectively institutionalized without an active civil society. The identified paradigm shift further reflects the maturation of the literature from normative theorizing toward practical and operational governance mechanisms. Nevertheless, the limited attention given to mutual institutional oversight and checks-and-balances mechanisms reveals a significant structural weakness within the existing body of research. Therefore, policymakers are encouraged to move beyond passive transparency toward active transparency through the proactive disclosure of open government data. In addition, redesigning oversight systems to mitigate conflicts of interest and strengthening legal protections for whistleblowers are essential measures for improving governance quality. Future studies should focus on the identified research gaps, particularly mechanisms of power distribution, institutional accountability, and interactive platforms that facilitate participatory governance.
