According to today's increasing complexityand rapid transformation, strategic planning and management have become essential for enhancing the effectiveness, adaptability, and long-term sustainability of universities. This study provides a comparative scientometric analysis of the domestic and international literature on strategic management in higher education, with a specific focus on universities.
The dataset used for this analysis included 135 domestic publications indexed in the ISC Scitific content Database and 8,697 international publications retrieved from the Scopus database. No temporal restrictions were applied, meaning that all records indexed from the inception of each database until the data collection date were included. Data were analyzed using the Ravar Matrix and the Bibliometrix package. The thematic structure and developmental dynamics of the field were examined through keyword co-occurrence analysis and Callon's strategic diagrams. The findings reveal that, despite a shared conceptual foundation centered on strategic planning and management, the domestic and international bodies of literature differ significantly in their thematic orientation, conceptual maturity, and research priorities. In the domestic literature, four thematic clusters were identified, while three major clusters emerged in the international literature. Together, these two maps provide a comparative picture of the state of the field and its gaps. Consequently, future research directions should bridge these gaps and pay more attention to human aspects, leadership, and sustainability.
In the first cluster of domestic articles, "strategic planning" is in the focal position both in terms of frequency and centrality indicators and strategy is more visible in the form of preparing a plan and using tools. The second cluster, centered on universities, higher education institutions, and academic libraries, and accompanied by concepts such as knowledge management, performance evaluation, and balanced scorecard, indicates that it has pursued strategic management from the perspective of accountability, performance measurement, and knowledge infrastructure. The third cluster consists of only two concepts: strategic planning models and higher education planning, and the small size of the cluster and its limited conceptual links can be an indication of low connectivity to other lines of research. The fourth cluster is formed by concepts such as strategy, planning, vision, mission, and information technology, and is among the emerging topics in the strategic diagram. In the map of international articles, the strategy is connected to the experience of the main stakeholders of the university, especially the student and the learning process, rather than being close to the document and tool. In the first international cluster, strategy is important along with the quality of education, curriculum design and learning environments. The second international cluster shows strategic planning and management in higher education with a focus on sustainable development, innovation and decision-making in universities, etc. The last international cluster is the management and leadership cluster in the health system and medical education in universities and academic hospitals. The result of this comparison is that the domestic literature, although it covers the core of strategic planning in a formal way, but to increase the managerial efficiency in universities and to help play an effective role and target strategic planning, move towards stakeholder-oriented (especially student), human-oriented (leadership/change), outcome-oriented (real impact) and forward-looking researches, especially focusing on issues related to sustainability and digital transformation, considering its scope and impact. In all aspects of the university's missions which include a wider and more practical level of research in this field, it seems necessary.
Finally, this research emphasizes that in order to advance the planning and strategic management of universities, there is a need for applied and multilateral research that can respond in an integrated and comprehensive manner to the challenges and opportunities facing universities in the face of global and national changes.
